“The Enemy” takes Jack Reacher back to his army years and works as a military murder mystery more than a chase. The eighth book is the earliest in the character’s own chronology, told in his voice, which makes it a reasonable place to begin. Some readers find parts of the investigation slow, particularly once they have guessed ahead of him, and not every turn convincing.
